Abstract

The increasing number of universities, both public and private universities have made the competition among universities in Indonesia is getting tighter. Universities that want to survive and win the competition are required to perform continuous quality improvement (CQI). Government issued government regulation of the Republic of Indonesia number 13 of 2015 concerning the national standards of higher education to ensure quality standards of higher education in Indonesia that covers content standards, process standards, graduate competency standards; faculty and education personnel standard; facilities and infrastructure standard; management standards; financing standards, assessment standards, research standards, and standards of public service. Standard processes can be said is the core of all of these standards and in the standards process, the role of lecturer is very important, therefore the perception of lecturers regarding quality standards of learning process is very important to be studied. The data in this study were obtained by distributing questionnaires to 114 lecturers of Indonesian Arts and Cultures Institute (ISBI) Bandung using stratified random sampling technique. Analysis of the data used include descriptive analysis, correlation analysis and analysis using Structural Equation Modeling (SEM) Partial Least Square (PLS). Latent variables in this study are the perception and behavior of the faculty. Based on the analysis and discussion that has been done, the researchers concluded as follows: Faculty perception of the quality standard of the learning process giving a significant influence on the performance of lecturers of ISBI Bandung with a contribution of 29.6%. Meanwhile the factors that most influence to the faculty perception of the quality standard of the learning process is the need of quality standard factor (x5) which amounted to 92.4%. Respondents profile factors such as gender, age, marital status, education, employment, work unit, ladder, position, and the benefits of certification lecturers had no significant effect either on the faculty perception regarding the quality standards of the learning process as well as the faculty performance regarding the learning process, especially in the aspect of instructional media provision and teaching materials completeness. Advices that can be given based on the results of the research are activities that can raise awareness of lecturer of ISBI Bandung that they need quality standards in their academic activities to be carried out intensified and sustained. Lecturers must continuously reminded of the possibility of termination of the study program or institute as a whole if the quality of the learning process is low. In addition, the effort to improve the quality of education should be a continuous and sustainable activity, and that responsibility of those activities is not a partial responsibility but a collegial responsibility. It is based on the observations in the field that the activities of the learning process not only involves faculty and students, but also involves other components of the educational personnel such as laboratory assistants, librarians, security forces, as well as office boys and office girls.
