Abstract

Bogor Agricultural University (IPB) conducts continuous quality improvement by implementing the internal quality assurance system (SPMI), the external quality assurance system (SPME) through the accreditation process conducted by the National Accreditation Board of Higher Education (BAN PT) and international accreditation such as the Asean University Network-Quality Assurance (AUN-QA), and the implementation of performance management systems based on balanced scorecard (BSC). AUN-QA defines QA as quality monitoring in a systematic, structured, and continuous to maintain and improve quality. QA becomes an important point in higher education, especially in ASEAN to improve the bargaining position of universities in addressing the tightly competitive area. This study was aimed to determine the progress of the academic performance post AUN-QA certification in IPB. This research was a case study in six study programs that have been certified AUN-QA until December 2014 with the aim to determine the relevance of indicators BSC IPB and criteria AUN-QA, to analyze the values of AUN-QA criteria post certification AUN-QA, to analyze the academic performance based IKK BSC post AUN-QA certification, and to analyze the problems for improving academic performance as the basis for the formulation of strategies for improving academic quality. The results showed that 15 criteria of AUN-QA were entirely relevant and support the achievement of BSC IPB. Among 33 key performance indicators (IKK) of IPB BSC, 21 are supported by AUN-QA and 14 of them to be cascaded as department’s BSC indicators. AUN-QA criteria that indicate an increase score was the student quality criteria as highest score and support staff quality criteria as the lowest score. The criteria of AUN-QA still weak and need improvement efforts are: support staff quality, student assessment, stakeholder feedback, and program specification. Implementation of AUN-QA certification within 2 years at study programs in IPB showed an increase in (1) index S1 applicants ratio and (2) ratio of articles per researcher or academic staff. Recommendations for improving the academic performance of study program are provision of facilities and incentives to do implementation of quality improvement plans for developing of student assessment, tracer studies, and media promotion; implementation system of planning and development to improve the staff competencies, and increasing the coordination effectiveness to facilitate of supporting staff training.
