Abstract

According to the regulation of Republic of Indonesia Ministry of Administrative and Bureaucratic Reform No. 03/January/2010 and Joint Regulation of the Ministry of National Education and Head of State Personal Agency No. 02/V/PB/2010 and No. 13/Mei/2010, functional position for laboratory staff and furthermore knowns as Education Laboratory Institution (PLP) has been established. PLP is a position with main task, responsibilities and authority to manage education laboratory based on scientific method for the purpose of education, research and community empowerment (Thridarma Perguruan Tinggi). Bogor Agricultural University as educational institution, however, need a strategic planning for the human resources especially for the education laboratory institution (PLP), in consequence of IPB has been established as Research Based University. Improvement quality of the PLP will support the performance of laboratory, furthermore, the vision and mission of the Bogor Agricultural University will be achieved. Laboratory play important and strartegic role to support academic activity in the university. It should be managed professionaly by high qualified PLP, therefore, three main function of the university to deliver education, research and community empowerment (tridharma Perguruan Tinggi) will be acquired. The vision and mission of Bogor Agricultural University to become international university and Research Based University, therefore, should be supported by high qualified human resources. Education laboratory institution as part of Bogor Agricultural University staff, play important role to support laboratory work for education, research and community empowerment activity. Development and improvement program is very important to improve performance and the skill of the PLP staff at Bogor Agricultural University. The research was conducted by interview with the several head of laboratoy and head of the departement, at Bogor Agricultural University, as well as to the laboratory staff and in total with 161 number of staff. The data were analysed with descriptive analysis and and geometric mean analysis, as well as T-test to analyze the real gap between standard of Education Laboratory Institution staff number and the number of laboratory at Bogor Agricultural University. According to the data analysis by mapping of the actual laboratory condition and the mapping of actual workload for the staff, therefore, several important strategies could be formulated as follows; continuos supply of the equipments and the materials correspond to the laboratory and refinement the style of the leadership,will improve laboratory capacity and competency of the PLP staff to support the vision and mission of the Bogor Agricultural University
