Abstract

Development on acreage, production, and productivity of Indonesian cocoa exports can not be separated from the influence of various cocoa policies applied by the Indonesian government and cocoa institutions world that is ICCO. Policies relates directly to cocoa such as quality standard, added value and expansion of planted area, while the indirect ones are policy of wage labor, fertilizer subsidies and depreciation and appreciation of exchange rate. In addition, due to the weak bargaining position of Indonesia changes in competitor countries exports and total world exports will affect the development of acreage, production, productivity, and the development of cocoa exports in Indonesia. Therefore, the question is how big the impact of economic policies related to development of cocoa, such as acreage, production, productivity, and the development of exports of cocoa in Indonesia The data used in this research is secondary data, such as time series data for the period 1991 to 2013. The data used from the FAO, the International Cocoa Organization (ICCO), the Ministry of Agriculture, Ministry of Industry and Trade, Directorate General of Plantation Indonesia, and Body Bureau of Statistics (BPS). Structural model identification is based on order condition models of cacao’s economic behavior which is over identified. Therefore, the analysis on cacao behavior is performed by simultaneous approach using 2 SLS method. Based on the reasearch results and data analysis performed, it can be concluded that all research hypothesis correlates as stated in research purpose. Technology and domestic prices positively affects the productivity of cocoa beans, labor and fertilizer prices negatively affects the productivity of cocoa beans. Acreage is positively influenced by the domestic prices of cocoa and negatively by labor wage. The domestic price of cocoa beans positively influenced by international prices, domestic demand, exchange rate of the rupiah against the dollar, and the supply has a negative effect on domestic prices of cocoa beans. Cocoa demand negatively influenced by domestic prices and positively by the time trend. International prices and the exchange rate having an positive impact on Indonesian cocoa exports. Strategies are necessary in order to maintain and improve the quality of Indonesian cocoa that impacts our competitiveness against other countries, policies should focus on cocoa production through acreage expansion and cocoa productivity improvement.
