Abstract

Pilotage is an activity where a pilot gives informations to the captain about surrounding waters in order to keep safety for the ship as well as the environtment. This research is designated: (1) to analyze the current implemented approaching time used as one of the performance standards pilotage services in Indonesia; and (2) to analyze the variables that affect waiting time at the Main Port of Tanjung Priok. The methods used in this research are Analytical Hierarchy Process (AHP), test-t and multiple linear regression analysis. The result of AHP shows 56.6% of the respondent chooses the strategy to maintain approaching time as key performance indicator of pilotage service in Indonesia, where the last 43.4% respondent thinks it is important to review the implementation of approaching time. Based on the result of t-test, performance of the Main Port of Tanjung Priok based on waiting time measured is still met the criteria. This is comply to the Government Regulation on Procedures Technical Instructions Scouting Boat, where the pilot waiting time on board (pilot on board) in minimum 30 minutes. The result of multiple linear regression analysis shows variables that affect waiting time at the Main Port Tanjung Priok is the number and frequency assignment scout movement of tug boat. The solution should be done by the management company to reduce the waiting time is to increase the number of tug boat, so as to balance the frequency of movement of the tug boat and pilotage movements and speed up service ships with implications for the reduction in waiting time in extreme conditions and normal.
