Abstract

The policy of fertilizer subsidies requires large budgets, many stakeholders and complex business processes. The government budget for fertilizer subsidies reaches more than 30 percent of the non-energy subsidy budget annually. In nominal terms, the fertilizer subsidy to be paid increases. If in 1992 only Rp 175 billion, then in 2015 increased to Rp 39,48 trillion. Therefore, government program in fertilizer subsidies need to be analyzed for their performance and effectiveness. The purpose of this study is to analyze the performance of fertilizer subsidy with analysis of factors affecting fertilizer subsidy budget and efffectiveness of fertilizer subsidy in achieving ‘six appropriate’, purchasing power of agricultural input and increasing rice production. Recommendations on the effectiveness of fertilizer subsidies are also presented as part of managerial implications. The study used secondary data based on 2011-2015 (time series) and 32 provinces (cross section) as panel data. Econometric analysis through estimation of static data panel model for three models, i.e: factors affecting fertilizer subsidy budget, the influence of the fertilizer subsidy budget on the purchasing power of agricultural inputs, and the effect of subsidized fertilizer on increasing rice production. Achievements for ‘appropriate in quantitiy’, ‘appropriate in type’ and appropriate in location’ in fertilizer subsidies are analyzed descriptively by comparing between realization (implementation) and planning (contract). The results showed that fertilizer subsidy performance was significantly influenced by the absorption of subsidized fertilizer in previous year, government subsidized fertilizer debt to producers, central government assistance fund to local government, and GDRP. The proposed fertilizer needs of farmer groups through RDKK did’nt significantly affect to decision of the government and DPR in determining of fertilizer subsidy budget.The proposed fertilizer needs of farmer group through RDKK didn’t significantly affect to decision of the government and DPR related to the amount of fertilizer subsidy budget. With values above 90 percent, the performance of fertilizer subsidies in the ‘six appropriate’ is achieved on ‘appropriate in type’, and ‘appropriate in quantity’. Fertilizer subsidy performance of ‘ appropriate in location’ in each province was reached in the range of 30-96 percent. East Java and Riau Islands is the region with the highest and lowest ‘appropriate in location’. Organic fertilizer is the lowest level of effectiveness both in 'type' and '’location’. The result of the analysis on outcome shows that the budget of fertilizer subsidy was not effective in increasing farmer’s purchasing power to agricultural inputs. The results also show that the absorption of ZA and SP36 fertilizer will decrease rice production. The absorption of NPK and organic fertilizer has a significantly positive and inelastic effect on rice production. Urea, as main target of subsidized fertilizer, did not significantly affect to increase of rice production.
