Abstract
Universitas Padjadjaran (UNPAD) changing patterns of management of college affairs public service bodies (PTN BLU) into universities legal entities (PTN BH) year 2017 after experiencing a two-year transition period as well as meet requirements as PTN BH based on criteria set by the Ministry of research, technology, and higher education (Kemenristekdikti). Determination of UNPAD as PTN BLU set through the decision letter of the Minister of finance number 260/KMK.05/2008 about the determination of Padjadjaran University at the Ministry of national education as the Government agencies that implement financial management public service bodies. Furthermore, the Government through Government regulation number 80 year 2014 sets the Padjadjaran University college as a state legal entity. These changes have an impact on the autonomy to manage their own institution as the central organization of the tridharma, according to the national education system number 20 years 2003 and higher education law number 12 of the year 2012. Design of this research uses descriptive qualitative approach to case studies of padjadjaran university. Data used are based on interviews and questionnaires as well as charging secondary data that supports the research. Purpose of this research is to 1) identify business models PTN BLU; 2) identify business models PTN BH; 3) analyze the business model improvements; 4) designed the prototype business model towards a regional class university 5) designing a prototype business model towards a world class university. The study focused on nine building blocks of business model canvas (BMC) i.e. customer segments, value propositions, channels, customer relationships, revenue streams, key resources, key activities, key partnerships and cost structure. Results of analysis showed there are no building blocks of business models that need serious attention at the moment. Value propositions and cost structure shows green which means good quality on a business model at this time. While the other building blocks of yellow or that needs to be fixed IE key partners, key activities, customer relationships, customer segments, key resources, channels, and revenue streams. Determination of the priorities of the strategy undertaken by crafting a hierarchy using analytical hierarchy process (AHP). In the hierarchical structure of the goal is to become a world class universities. The calculation result shows the main criteria is the most influential academic reputation (0.506). On the level of strategy, strategy a top priority with the highest weights that is improving the quality of human resources responsible, excellent character, scientific, professional, and creative integrity, encouraging, trusty (0398) with a value of inconsistency ratio (IR) 0.06 or less than 10%, it shows that human resource development is the main strategy should be developed. Regional class university (RCU) prototype started from the development of human resources with further studies for lecturers, these studies were carried out in the best universities in Asia through key partnerships academic and Asean University Network (AUN), the expected output is the competence of the lecturers and the paper scientific results of the collaboration with local tertiary institutions in the context of improving academic reputation and citations. Partnership needs to be maintained because UNPAD not included as AUN core universities and AUNQA associate member. Through two of these partnerships will be created new value propositions of University-based research and a university accredited AUN-QA. Value propositions recently distributed through channels SDGs center and campus representative for the business customers segment, community, Government, and university students in Southeast Asia. The new customer segment will generate new revenue streams in the form of tuition fee overseas campus and Fund regional risen.In addition to the revenues streams, prototype business model RCU also raises the cost structure of the existence of new operating costs overseas campuses and education costs. Design of a prototype of world class university (WCU) put more emphasis on external academic reputation and citation per faculty in addition to an increase in the capacity of human resources and improvement of the quality of governance. Academic reputation and external publication quality scientific papers will be able to earn by doing partnerships with universities that have been known and have a capacity as world-class universities. According to the QS world university rankings 2018 shows several world-class universities including the Massachusetts Institute of Technology (MIT), Stanford University, and Harvard University ranks highest. These partnerships focus on the activity of the international quality research through world class reseach (WCR) and create innovations that have world class level through world class innovation (WCI). In addition UNPAD need partnership with community or network of the College of Europe through Erasmus Mundus to develop learning programs through internationalization activity, student exchange and Faculty exchange programs and other support internationalization internationalization activity learning.
