Abstract

Tadulako University (UNTAD) is one of a public tertiary educational institutions (PTN) in the eastern of Indonesia. Among 57 study programs (prodi) in UNTAD, there are only two prodi which have an accreditation score of A. Improving the number of prodi with an accreditation score of A is one of UNTAD’s current main problems. It is important for UNTAD to determine a performance measurement that is comprehensive and suitable for UNTAD’s current condition so that it can improve the performance and output quality. The objectives of this research are to develop Balanced Scorecard (BSC) of UNTAD as a tool of performance measurement and strategic management system. This research employs descriptive technique in the form of study case. It focuses on observing the form of institutional performance measurement used by UNTAD. Sampling is conducted using purposive sampling method or judgment sampling. Data processing and analysis apply BSC dan Analytical Network Process (ANP) analysis. The number of strategic objectives arranged based on UNTAD’s BSC concept are 17 with 75 Key Performance Indicators (KPI). Customer perspective has 4 strategic objectives and 7 KPI. Internal business process perspective has 5 strategic objectives and 38 KPI. Financial perspective has 3 strategic objectives and 6 KPI. Learning and growth perspective has 5 strategic objectives and 24 KPI. The determination of strategic target and initiatives is carried out based on the Strategic Plan (Renstra) of UNTAD 2015-2020, BAN PT’s standard, and in depth discussion with the working unit party. The determination of strategic objective priority is undertaken by using ANP method. Result of this research shows that customer perspective holds the first priority with 0.300. It is followed by learning and growth perspective with 0.285, internal business process perspective with 0.212, and financial perspective with 0.203. Strategic objectives based on priority level are good image and reputation; quality facilities and information technology; financial discipline; lecturer productivity improvement; student satisfaction improvement; improvement on relationship with alumni and users; strategic investment; income growth; student quality; student recruitment quality; adequate facilities and infrastructure; research quantity; service and publication; teaching personnel (tendik) productivity improvement; program innovation; conducive working condition; quality management and assurance; and cooperation improvement. UNTAD’s BSC development can be planned in the Planning and Information System Division of Student Administration and Planning Bureau (BAKP), implemented by all units, and evaluated by Internal Audit Unit (SPI) of UNTAD.
