Abstract
A study was camed out to analyze the impact of implementation of centralized information system as a strategic technology in PT BRI on IT human resources and to identify the strategic planning priority using analytical hierarchy process (AHP). Use of centralized information system could save 286 operator personals but require additional job opporhmity for programmer, system designer, system engineer, and system security. Policy for providing operator, technicians and help desk that having specific skill but easily replacement had been supplied by outsourcing system. Value chain analysis showed that IT human resource of PT BRI could perfom strategic function as shown by their ability to manage good quality access system in a widespread market with minimal trouble, to provide promptly information for decision-making, and to serve complaints timely. Analytical hierarchy process of strategic planning of IT human resources should focus in the highest priority on (1) competency of IT human resource at level factor influences, (2) Division of Information Technology in level actor involved, (3) increasing quality in serving delivery system at level objectives and (4) appropriate placement of personals with their skill and competency at level implementation.
