Abstract
In Indonesia, fishery sector has not been developed optimally by the government. Fishery is one part of sectors in agriculture that possesses strategic value, since a large part of Indonesia territory is composed of sea. This sector plays considerable contribution to providing revenues for the government especially from various fish commodities and has become major trigger in increasing economic growth within western coastal areas. However, the development of eastern territories is still far behind the western. The government policies still place their priorities on developing the North territories and therefore the formulation of viable strategies plays crucial role to spur the economic growth within the Western coastal territories. A number of strategies have been recommended to develop the area by implementing Geographic Information System and Remote Sensing as a basis of information to manage spatial, attribute and textual data. Department of Fishery in Sukabumi and Cianjur districts have been selected by the government to be trial model areas in developing this information system. These two areas have been chosen due to their great potential for further development in the fishery sectors as well as in creating greater responsibility for the local government to promote a sustainable environment within these coastal territories. The objectives of this research are detailed as follows: To design suitable information system analysis that are both applicable and user friendly to the users especially for Directorate of Fisheries and Sea in Sukabumi and Cianjur District. To develop a prototype in management information system to better manage coastal resources as well as territories by combining data spatial, attribute and non spatial. The process in developing an information system using Rapid Application Development (RAD) will take advantage of good collection of data taken from spatial basis as well as numericalltextual data based on categories and locations that have been compiled locations during the recent survey. This step is essential as the establishment of information system will be based on spatial data. Afterwards, the data will be geo-reference and unite into basic comprehensive data using Relational DATA Base Model (RDBM). Various aspects of fisheries information on fishermen, catching unit, volume, production value, distributions, markets and external contribution will be included in the development of this information system. The Spatial data consist of digital coastal maps for suitability lands, administration boundaries, roads and rivers. Afterwards a remote sensing software will be used to locate suitable image fishing grounds. Hopefully, the implementation of this system will benefit the fishing communities (societies) especially those who are living near the coastal areas.
