Abstract

This study aims at (1) identifying and analyzing the raw materials potential for seaweed agroindustry in Southeast Sulawesi, (2) analyzing and determining the location for developing seaweed agroindustry, (3) analyzing the cost structure for seaweed agroindustry activity in order to find out its feasibility and risk, (4) analyzing the added-value of seaweed agroindusty product, and (5) analyzing and determining the development priority of seaweed agroindustry in Southeast Sulawesi. The results of study showed that (1) The availability of raw materials for seaweed agroindustry in Southeast Sulawesi was more than enough. Southeast Sulawesi had the seaweed cultivation potential of around 89,700 hectares (39 percent of sea cultivation potential). The potential of raw material resources reached 708,584 tons of wet seaweed or 212,575 tons of dry seaweed in one harvest time or around 141,717 tons of dry seaweed per month; (2) The strategic location for developing seaweed agroindustry was Kendari District with the value of 11.5964. Meanwhile, Buton District was in the second place with the value of 11.4036, Muna District in the third place with the value of 11.2118, Kendari City in the fourth place with the value of 11.1793, Kolaka District in the fifth place with the value of 11.1363, and Konsel District in the sixth place with the value of 11.0433, (3) Carrageenan flour agroindustry was feasible to develop, with the profit of Rp.218,083 per unit for small-scale, Rp.121,430 for mid-scale, and Rp.129,635. The positive NPV value was 2,533,428,865; the IRR value was 45.14 percent higher than the loan interest rate; the BCR value was 2.00 bigger than one; and the PBP value was two years 4.5 months shorter than the project duration. Meanwhile, the added-value to gain from the seaweed processing to become carrageenan was Rp.1,516 per kilogram with the ratio of 18.72 percent; and (4) The first priority to develop was the mid-scale carrageenan flour agroindustry with the value of 0.3568, the second priority was the big-scale carrageenan flour agroindustry with the value of 0.2505, the third priority was the small-scale carrageenan flour agroindustry with the value of 0.2278, and the fourth priority was the drying agroindustry with the value of 0.1650.
