Abstract

The purposed of this study was to evaluate current employees availability, determine the organisation competencies requirement, determine the appropriate total manpower required by PT PMS and develop the manpower strategy to fill in the organisation requirement. The scope of this study was to provide recommendation for Management of PT PMS on appropriate total number manpower for 2003 up to 2005 period. The study was using descriptive approached through case study. The data analysis technique has been used such as workload analysis, manpower turnover analysis, absenteeism analysis and availability current manpower analysis. To determine the competencies required, we used Delphi technique by utilised the expert who know the PT PMS business. The result of the study showed that based on education level, the current employees was not competitive enough due to 75% of employee have educational level senior high school and below. The employee turnover was low, less than 3% per year on average. The employees absenteeism level was 4.5% in support division and 2.9% in operational division or average 3.3% for total organisation. The result of work load analysis showed there is indication of excess manpower, 10 employees or 25% excess manpower in support division and 22 employees or 21% excess manpower in operation division. The competencies requirement analysis result showed that PT PMS need four main groups competency such as interpersonal skill, leadership skill, managerial skill and interpersonal attribute. The conclusion of this study was suggested that Management's PT PMS has to reduce total number of manpower, develop the employees based on the competencies required by the organisation and gap analysis of KKJ and KKP, and implement the outsourcing strategy to handle non-core activities
