Abstract

The study was aimed at environmental scanning, both external and internal conditions. It was also aimed at formulating the grouper's business development strategic and elaborating the programs that should be done in order to contribute to the achievement of the objectives. After scanned the sterna and internal environments and identified factors in particular of Grouper's Business in Kepulauan Seribu District, then matched them all to formulae some strategies alternatives which was of Strengths - Opportunities (SO) Strategies, Weaknesses - Opportunities (WO) Strategies, Strengths - Threats (STJ Strategies. Weaknesses - Threats m) Strategies. By developing an IFE matrix, the total weighted score was 2.65 that means above the average score (2,500 indicates a strong internal position. From the EFE matrix, the weighted score is 2,60 indicates that the organization is responding in an excellent way to existing opportunities and threats in its external environment. The strategies alternative which is formulated by SWOT Matrix, then analyzed further by Analytical Hierarchy Process (AHP). The process contribute to solving complex problems by structuring a hierarchy of stakeholders, and outcomes and by eliciting judgments to develop priorities. The focus was formulating strategic planning of grouper's business development in Thousand Island District which is affected by six factors . and the results of prioritization was as follows : 1) Business technology (0,312) ; 2) Human resources (0,227) ; 3) Production Inputs and Infrastructures (0,177) ; 4) Business Capital (0.152) ; 5) Products price (0,094) ; 6) Natural resources (0,038). The actors that were responsible for the grouper 's business developments priorities were : 1) Investors ( 0,255) ; 2) The Office of Fishing of Jakarta Province (0,217) ; 3) The Office of Thousand Island District (0,196) ; 4) Exporters (0,133) ; 5) The fishermen institutions (0,101) ; and 6) The Fishery Cooperative Institution. The priorities of the objectives were: I) Income generating (0,392) ; 2) increasing products quality and quantity (0,212) ; 3) Improving the grouper's marketing (0,165) ; 4) Human resources capacity building (0.155) ; 5) Empowering the fishermen institutions (0,076). The priorities of strategies alternative were : I) Enhancing the human resources' capacity building (0,188) ; 2) Improving the business technology (0,180) ; 3) Providing the capital resources (0,159) ; 4) Improving production input and infrastructure (0,131) ; 5) Providing price and market information (0,1010 ; 6) Empowering business partnership (0,083) ; 7) Sea space arrangement (0,070) ; 8) Pollution, fish pests and diseases control (0,050) ; 9) License control (0,038).
